Dr. Anthony J. Palumbo and Dr. Joanne Palumbo Mozloom are committed to providing the highest level of eye care. Their experience and skill enable them to provide comprehensive vision treatment, from regular eye exams to advanced procedures including LASIK and PRK refractive surgery. They take pride in serving the Utica and Mohawk Valley community and helping residents and visitors alike enjoy optimal vision and eye health. 

Dr. Anthony J. Palumbo

For more than 30 years, Dr. Anthony J. Palumbo has been providing patients in Upstate New York with advanced eye treatment in a compassionate and caring manner. Throughout his career, Dr. Palumbo's leadership resonates at the frontier of the advances in Ophthalmology while embracing new technology as he continues to offer his patients safer and more effective treatments. In the mid-1990s, he became the first Ophthalmologist to perform Laser Vision Correction Surgery in Upstate, New York.

Following graduation with a doctorate in Medicine and Surgery, cum laude, from the renowned University of Bologna, Italy, Dr. Palumbo completed his residency and fellowship at St. Mary's Hospital/Rochester Eye Institute in Rochester, New York. This included Glaucoma, Cataract/Lens Implantation Surgery, and Corneal and Refractive Surgery procedures. He became chief resident of ophthalmology during his last year in the program. Dr. Palumbo also completed an ophthalmic plastic and reconstructive surgery fellowship at the prestigious Manhattan Eye, Ear, Nose, and Throat Hospital. At Park Ridge Hospital in Rochester, New York, he completed a fellowship in medical surgical treatments of anterior segment diseases, including glaucoma surgery, cataract and lens implantation surgery, corneal surgery, and refractive surgery.

From 1990 to 1991, Dr. Palumbo participated in a refractive surgery fellowship in London, England with Dr. John Marshall, considered by many research scientists as the Father of Refractive Surgery.

Dr. Palumbo is a leader in his field and in his community. He has participated in numerous volunteer and charity programs, and he has also served as a mentor and teacher.  His positions have included:

He has received numerous awards in recognition of the exceptional patient care he has provided, as well as for his involvement in humanitarian efforts. Dr. Anthony J. Palumbo was the honored recipient of the Physician CARE Award in 2000, given by the Faxton Hospital - St. Luke's Health Care System for excellence in patient care and exceptional customer service. In 2001, he received the SCROLL Award from the Central New York Academy of Medicine, Inc., in recognition of his meritorious achievement in the advancement of scientific programs and humanitarian attainment. Dr. Palumbo was also chosen as the Humanitarian of the Year in 2003 at the American Diabetes Association Annual Charity Affair. The Mayor of the City of Utica honored him with a proclamation on October 17, 2003 for services and contributions to his community with Recognition of the Dr. Anthony J. Palumbo Day. Dr. Palumbo was also a recipient of Clarkson University's Golden Knight Hall of Fame Award 2010.

In acknowledgement of his career achievements, diversity with both naval military service and medical science work, Dr. Palumbo is awarded distinction with a Lifetime Achievement Induction into Strathmore's Who's Who international Hall of Fame. Strathmore's Who's Who publishes an annual two thousand page hard cover biographical registry, honoring successful individuals in the fields of Business, the Arts and Sciences, Law, Engineering and Government. Based on one's position and lifetime of accomplishments, professional men and women are honored in all academic areas and professions. Inclusion is limited to individuals who have demonstrated leadership and achievement in their occupations, industry and profession. Dr. Palumbo was selected from over 55,000 noted professionals for this top honor.

He has hospital privileges at St. Luke's Memorial Hospital Center, St. Elizabeth Medical Center, and Faxton Hospital.

Dr. Joanne Palumbo Mozloom

For almost two decades, Dr. Mozloom has dedicated her life to the passion and practice of Optometric eye care service. With her innate sensitivity to patient needs, extensive knowledge, and precise clinical skills, she is a quintessential asset to The Dove Eye and Laser Center.

Dr. Mozloom's central practice focus is pediatric eye care, infant visual assessment of Amblyopia (lazy eye) and Strabismus (eye turn). Her practice also concentrates on routine and complex contact lens fittings for bifocal, astigmatism, and Keratoconus. Dr. Mozloom is a proud Provider of The InfantSEE Program. Her areas of expertise also include clinical diagnosis and management of post-operative refractive, cataract, and YAG Laser surgery patients. Each examination provides assessment and treatment for such clinical disorders such as Diabetic Retinopathy, Age-Related Macular Degeneration, Glaucoma, and Conjunctivitis, with topical therapeutic treatment as necessary.

As clinical coordinator of The Dove Laser Refractive Surgery Team she leads technicians in the calibration and surgical programming of the LADARVISION 4000 platform. Her conferences and Certifications in Refractive Surgery began in 1992, at the Second Annual Congress with Summit International Laser Vision Group in Montreux, Switzerland. Subsequent participation as an Alcon/Summit Optometric Clinical Affiliate, Orlando, Florida, in synergized skills and programming of the Excimer Laser for (a) Photorefractive Keratectomy and Phototherapeutic Keratectomy (1995); (b) Myopia (1995); (c) Astigmatism (1998); (d) Hyperopia (1999); (e) Multizone pass for High Myopia (1999); (f) Laser-assisted in situ Keratomileusis (2000); and (g) Wave-Front-Guided Custom Cornea (2000). Her continued education earned her the distinction of a LADARVISION 4000 premier programmer.

Dr. Mozloom is a graduate of Notre Dame High School (Utica, New York), LeMoyne College (Syracuse, New York), and The Pennsylvania College of Optometry.

While attending LeMoyne College, Dr. Mozloom was inducted into the National Biological Honor Society, Tri-Beta. Other honors include Student Council Membership in The Gold Key International Optometric Honor Society and successful completion of the National Board of Examination in Basic Science, Clinical Science, and Treatment and Management of Ocular Disease.

In addition to a New York State license, Dr. Mozloom maintains a good standing rating with a Florida State Optometric license.
